Also, humidity reduces the effectiveness of the mechanism, as does improper clothing, old age, and so on. Everybody tolerates temperature differently, and thermoregulation often fails in the elderly. If they really have ended up overloading the temperature regulation capacity of their bodies, only immediate first aid and medical attention will help, such as immersing them in cold water to rapidly bring down body temperature.
While I'm not a fan of Trump or Fox News it does seem likely that she did faint.

Even a low density crowd can cause significant thermal strain even in ranges of temperature that can be ordinarily tolerated.
