Just get yourself and some friends to idle in it, I noticed some people I know doing that when they started their server, and now they have lots of regulars :P
I've seen server's with door like props, you press E on them, and it asks "would you like to join our XXX server?", I'll see if I can find the code for it real quick...... Edit: Sorry, it's server sided code, so I couldn't find it :(

What do you mean adding it? If you installed mad cow weapons, they should already be added. Do you mean adding them to the F4 menu? Pro Tip: It's annoying having to work out what ammo a gun takes - just keep it basic, pistol, shotgun and rifle works well.

I'd like to create a brush entity dynamically with lua, wondering if this is possible? To be more specific, I want to create my own rectangular brush, like you would in HAMMER, all I want is the model, is this sort of thing possible? (I Have tried Googling, but I can't reall...
The simplest solution was the easiest -- I worked out that there are two different rag doll models, one with /player/ in it, and one without, the ones without default to the idle animation I wanted :D
I actually couldn't get any of these suggestions to work, I changed the model, and then they started to work, maybe they just don't work with that combine model I tried >_> Thanks all :P
